Keystone Veteran Advocacy Counsel Ltd. is a veteran-owned consulting firm dedicated to helping service members, veterans, and families secure the benefits they’ve earned with clarity, precision, and compliance.
Our Story
Keystone began at home. I first built a roadmap not for a client, but for my wife — a Navy veteran navigating her own benefits journey. Guiding her through that process opened my eyes to how complex, frustrating, and overwhelming the system can be, even for those of us who served.
From there, I began helping other veterans one by one, applying my military experience and graduate-level education in Human Resources and Employment Law to their cases. What started as supporting my own family has grown into a consulting firm committed to clarity, compliance, and results for veterans across the country.

Luis was born in Carson City, Nevada, and raised in El Paso, Texas. During his Army service, he served on the Drug Suppression Team, where he learned the importance of treating every individual with dignity and respect. That foundation shaped his professional approach — ensuring every veteran’s roadmap is developed with care, compliance, and the highest legal standards.
Fluent in Spanish, Luis helps bridge cultural and language gaps so veterans and their families feel fully understood throughout the process. Helping others isn’t just part of his work — it’s a personal mission he carries with pride into his role as Keystone’s Senior Roadmap Consultant.
